7. Message from Moulana M A Khatieb –
               DCS National Functionary and NMPB (SA) National Education Coordinator


           Assalaamu Alaikum Wa Raghmatullahi Wa Barakaatuhu and Greetings

           Respected Ulamah, DCS Officials and Special Guests

           Algamdullillah, By the Grace and Blessings of Allah (S), we convey our salutations upon our
           beloved Prophet Nabi Muhammad (SAW) and trust this letter finds you all in the best of
           health.

           I wish the MPB-KZN a successful 2023 AGM and acknowledge your commitment to making
           a difference in the lives of those who are incarerated.

           We are nearly at the end of 2023, and I would like to reflect on the impact the Spiritual Care
           Workers  (SCW’s)  and  the  Rehabilitation  programmes  to  date.  The  purpose  of  the
           Rehabilitation  programmes  are  to  empower,  educate  and  upskill  the  offenders.  Most
           importantly to preserve the Islamic identity of the Muslim offenders.


           The current reports submitted by the SCW’s do not echo the true impact or effectiveness of
           the programmes.  I would like to recommend that a monitoring and evaluation process be
           put in place to evaluate the impact of the programmes on the offenders.

           It has been noted that the certification of the programmes are not issued and does not reflect
           when offenders reach the parole board. The lack of submitting the cerficates weakens the
           opportunity of getting parole.

           A lack of SCW’s in some regions is currently contributing to the inefficiency of the National
           Muslim  Prison  Board  effectiveness.    A  budget  will  be  submitted  in  support  of  these
           workshops for SCW’s to enable successful implementation across the country.


           Whilst the NMPB-SA encourages offenders to change their lives for the better, the major
           focus  of  the  Muslim  Spiritual  Care  Workers,  are  education,  spiritual  upliftment,
           empowerment, rehabilitation and re-integration. At the same time the emphasis is to reduce
           the re-offending behaviour of offenders, they must be aligned to the DCS Development &
           Rehabilitation policies, which contribute to the crime prevention and community safety. To
           accomplish this the Muslim SCW’s are inspired to:

               1.  Upskill their knowledge in the field of education to empower and guide the offenders
                  in making responsible choices.
               2.  Provide  needs  based  rehabilitation/intervention  programmes  that  will  ensure
                  sustainable lives and a changed mindset after the release of the offenders.
               3.  Give attention to the spiritual and moral crisis offenders are facing and to strengthen
                  their ethical consciousness.
               4.  Attend DCS or MPB training programmes, highlighting important teaching methods.
                  Submit monthly reports confirming accountability, interactions and activities.
               5.  Provide spiritual leadership and positively influence the lives of the offenders. SCWs
                  must have the passion to serve offenders and inspire them to be productive, to have
                  confidence, to give up the fear that run their lives and make rightful choices.


           Lastly a special thanks to the Chairman of the MPB-KZN, Mln S Asmal and his dedicated
           team, for there outstanding  services  provided  to the  offenders,  to  the  DCS officials and
           Muslim Spiritual Care Workers.
